Stakeholder Engagement
AIA's five-step stakeholder engagement framework (Strategise, Plan, Execute, Monitor, Enable) — adapted from a BCG-sourced framework — combined with an influence/interest mapping matrix and the IAP2-style Inform-Consult-Involve-Collaborate-Empower participation spectrum.
What it is
A five-step stakeholder engagement methodology: Strategise (screen topics, prioritise issues), Plan (map and analyse stakeholders), Execute (deliver the engagement plan), Monitor (track and measure impact), and Enable (build the governance, capability and systems for sustained engagement) — explicitly sourced from a BCG framework and paired with an eligibility/suitability or influence/interest stakeholder-mapping matrix and an Inform-Consult-Involve-Collaborate-Empower participation spectrum.
Problem it solves
Ad hoc stakeholder engagement wastes resources on low-priority stakeholders and under-engages critical ones; this framework builds a defensible, monitored engagement plan tied to organisational priorities.
When to use
- A client needs a formal, sustainable stakeholder engagement capability, not a one-off consultation exercise
Key questions
- What issues are relevant for stakeholder engagement, and how are they prioritised? (Strategise)
- Which stakeholders should be engaged, and how are they mapped? (Plan)
- How should stakeholders be engaged, and by what channel? (Execute)
- How is success measured and tracked? (Monitor)
- What organisational capability and systems support effective stakeholder management? (Enable)
Inputs
- Organisational priorities and outcomes
- Stakeholder universe / register
Steps
- 1StrategiseDetermine critical organisational priorities and outcomes; screen topics and conduct a technical analysis to prioritise issues.
- 2PlanMap and analyse stakeholders by influence/interest or eligibility/suitability; develop a tailored engagement approach per stakeholder group.
- 3ExecuteDeliver an integrated engagement strategy (engagement plan), matching participation level (Inform/Consult/Involve/Collaborate/Empower) to each stakeholder group.
- 4MonitorTrack progress with detailed metrics as part of the engagement process and evaluation.
- 5EnableBuild the right capabilities, governance bodies, systems, tools and training for sustained stakeholder management.
Outputs
